Key Responsibilities:
BRAC Afghanistan plans to implement an eight year long project titled Continuation of Education for Marginalized Girls’ in Afghanistan from April 2017 to March 2025 which will deal with 50,000 adolescent girls. The project considers gender and child protection as an issue of red flag and therefore it has taken a very comprehensive and robust plan to address them
A. Leading on all aspects of the implementation of BRAC Afghanistan’s Child Protection Policy and that includes the following issues:
· Revise and update the BRAC Afghanistan Child Protection Policy (CPP) incorporating and contextualizing the recent global learning and updates on Child Protection (CP) issues.
· Establish a robust safe guarding mechanism across the total departments of the organization that includes all prgrammes, projects and departments..
· Enhance the capacity of all relevant organizational staffs including partner NGOs by providing necessary training and orientation on the CPP and issues.
· Establish effective reporting mechanism across the organization (including field offices, CBGSs and TVET centres) as well as referral mechanism to support the victims.
· Develop and maintain working partnership with the Line Ministry e.g. Ministry of Education, Ministry of Women and Child Affairs concerned departments and relevant child rights focused organizations and networks for joint programming and represent BRAC Afghanistan to external audience and networks in the areas of Child Protection.
Support BRAC Afghanistan to develop mechanism for regular monitoring and reporting onsafe guarding issues as well as addressing the issues in line with the taken policy and procedure.
B.Leading on the programmatic CP works of the Girls Education Challenge GEC_T project and that includes the following roles and responsibilities :
· Provide technical guidance to the relevant project staffs on the development of Child Protection programmes, tools and techniques/ protection mechanisms in line with the GEC minimum standards of CP.
· Contribute to develop and align/adjust programme strategy, operational and management plans in line with the Child Protection Policy and Strategies.
· Enhance the capacity of the project teams on effective implementation of the CP tools and strategies; timely monitoring of the CP mechanism and activities as well as functioning of reporting and referral mechanisms.
· Support the partner NGOs to formulate their own CP policy (currently those who have no policy) as well as build the capacity of PNGOs’ staffs on implementation of their own CP policy, strategies and activities.
· Strengthen the existing support mechanisms and work closely with central and local counterparts to ensure that the GEC-T interventions related to CP are culturally and contextually appropriate.
· Contribute to the positive visibility and the positive image and over all credibility of the organization through the application of the BRAC's Child Protection Policies and Code of Conduct.
· Ensure that GEC-T plans and implements the self-audit tool of child protection following the GEC minimum standards of CP regularly and prepare and submit the self- audit report to the donor as per requirement.
Person Specifications:
· Ability to work, facilitate and lead a multi-cultural team.
· Willing to travel both within and outside country
· Confidence and innovation and willingness to learn
· Excellent understanding of Gender and Child Protections issues, particularly in the context of conflicting countries like Afghanistan.
· Sound knowledge on global and national Gender and Child Protection policies and guidelines.
· Experience in using established inter-agency standards and guidelines on Gender and Child Protection.
· Proven experience of capacity building of staff and partners on Gender and Child Protection concepts, standards, policy and practices.
· Ability to take necessary action/work under pressure.
· Must be a confident communicator and presenter with excellent written and spoken English.
Educational Requirements: Master degree from any reputed University concentrating on Gender Studies, Social Work, Psychology, Development Studies, Public Administration, Sociology or any relevant subject.
