Sierra Leone: Country Representative - BRAC Sierra Leone (AD# BI 26/16)

Major Responsibilities:
The main purpose is to lead, develop, and manage all aspects of BRAC programs/projects in the country according to the values, policies, protocols and standards of BRAC and build an effective, efficient and sustainable country operation. Key responsibilities include:

  • Uphold, promote, and apply the core values and mission of BRAC in Sierra Leone;
  • Lead and supervise the program managers on planning, implementation, monitoring and evaluation of the projects to ensure the effective and efficient execution of project deliverables;
  • Participate in program development and the writing of project proposals for extension of existing and/or establishment of new programs in Sierra Leone;
  • Forge connections with local, national, international and regional partners and with skilled professionals in the region, with an eye toward future collaboration to initiate new programs/projects;
  • Ensure a relevant, timely and accurate flow of strategic, management and operational reports for the implementation of effective work according to program objectives and standards of donors, partner offices and the headquarters;
  • Supervise managers to ensure regular budget monitoring to be conducted for all programs/projects;
  • Ensure adequate systems are placed and followed, regarding program procurements, management and maintenance of project assets, regular inventories;
  • Represent BRAC to foreign and national governments, partners, donors and other stakeholders, and develop and maintain productive relationships and be BRAC’s representative and spokesperson to local and international media/ audience;
  • Direct and manage human resources in the country while focusing on developing capabilities appropriate to the strategic and operational needs of projects/programs;
  • Create ownership among national staff and promote national staff representation in key senior management positions;
  • Ensure adequate and transparent management of resources and reporting systems are established in the country in accordance with the policy and procedures and all regulatory requirements of BRAC, government of Sierra Leone and donor policies;
  • Visit projects to advise, build relationships, evaluate and inspect the funded projects and follow up on audit findings, risk register and monitoring report;
  • Analyse continuous impact and effectiveness of existing programs on a national level and adapt accordingly;
  • Liaise with Advisory Committee Members

Person Specifications:

  • Demonstrable leadership, organisational, managerial and communication skills
  • Ability to think strategically, conceptualise new ideas, digest and analyse complex information and present coherent work plan or implementation plan
  • Understanding of BRAC core competencies so that program knowledge and skills can be transferred
  • Entrepreneurial and proactive
  • Professional attitude and ability to lead a large, diverse team
  • Proven skills in networking and relationship building
  • Strong analytical and information gathering skills
  • Excellent writing and facilitation skills
  • Strong communication and representational skills
  • Strong administrative skills
  • Cultural sensitivity
  • Willingness to often travel to the project site when required

Educational Requirements: Masters in Social Science or any relevant discipline

Experience Requirements:

  • 10+ years experience with proven program management experience, in a developing country setting
  • Professional knowledge of diverse development approaches
  • International experience will be an advantage
