BRAC Afghanistan recognises that safeguarding staff, children and communities is a priority for the organisation. The Safeguarding Manager is the focal point for Safeguarding coordinates and advises on strengthening the organisation’s capacity to develop and implement safeguarding policies, procedures and measures which meet international standards and are locally relevant. This position is reportable to the Country Representative and closely work with the Heads of all programmes and departments, Managers of Education programme, donor and relevant ministries.
Key Responsibilities:
A.Contribute in Developing BRAC’s safeguarding policy and procedures
o Provide inputs in developing and reviewing of BRAC’s safeguarding policy and procedures so that the full scope of safeguarding includes safeguarding staff, children and communities
o Advise departments of BRAC in Afghanistan on how to strengthen their departmental policies and procedures so that safeguarding is reflected where appropriate
B.Support the Senior Management Team to strengthen the organisational culture for safeguarding
o Work with the Senior Management Team to identify the current organisational culture, aspirations for a culture which supports safeguarding and how this can be realised through leadership and organisational development
C.Coordinate the implementation of BRAC Afghanistan’s safeguarding measures to meet policy and procedures requirements
o Support departments to risk assess and develop mitigation actions to strengthen departmental systems and processes for safeguarding
o Develop, and provide support to programmes teams to use, tools and approaches for designing and delivering safe programmes across all sectors
o Support programmes and M&E teams to incorporate a specific safeguarding component into MEAL activities
D.Design and deliver training programmes for staff and support relevant departments to deliver training to their stakeholders
o Design training interventions and accompanying materials to build the capacity of staff, children, communities and other stakeholders on safeguarding
o Deliver training to key target groups and provide support to programmes and other departments
E.Work with the relevant teams to establish Community Complaints Mechanisms
o Support programmes teams to consult children and communities on how they would like to report concerns of harm and abuse to children and adults in the community caused in the organisation
o Ensure Community Complaints Mechanisms across all programmes effectively integrate reporting on harm and abuse to children and adults in the community caused in the organisation
o Ensure that reporting/referrals to formal authorities is part of the reporting mechanisms so that concerns can be reported or referred safely
o Develop tools and mechanisms for monitoring the effectiveness of the Community Complaints Mechanisms
F.Establish an effective reporting mechanism within the organisation for reporting on workplace safeguarding issues
o Support HR to ensure that the reporting mechanism within the organisation for reporting on workplace safeguarding issues is effective and that staff are confident to use
o Act as a reporting point for all safeguarding reports
G.Support the country safeguarding committee to investigate safeguarding concerns
o Support senior management to establish a safeguarding committee which will lead on investigations of safeguarding concerns
o Act as case manager for investigations, liaising with the committee and assigned investigators
o Monitor the progress of all cases.
H.Network as appropriate to strengthen safeguarding work
o Develop and maintain working partnership with the Line Ministry e.g. Ministry of Education, Ministry of Women and Child Affairs concerned departments and relevant child rights focused organisations and networks for joint programming and represent BRAC Afghanistan to external audience and networks in the areas of safeguarding.
